[monman-dev] Roadmap

Dear MonMan committers and developers,

in order to keep the project MonMan going, we should start compiling a 
short roadmap
and provide some code updates.
To give a general idea, I would prefer this roadmap to be on our 
wikipage instead of the
bugzilla (http://dev.globus.org/wiki/Incubator/MonMan). 
<http://dev.globus.org/wiki/Incubator/MonMan>

Also, the licensing issue
(http://dev.globus.org/wiki/Guidelines#License_and_Contributor_Agreements)
should become resolved for all instutions and/or individuals which 
provided code
or are going to provide code to the MonMan project.
For our institution, the paperwork is already on the way to getting signed.
