Yes, it should depend in the order they are discovered by the IM driver.

When a resource fails, GridWay implements an exponential linear back-off 
strategy at resource level (and per each user), so resources with persistent 
failures are discarded (for a given user). In particular when a resource 
fails it is banned for that user for a number of seconds (check 
http://www.gridway.org/documentation/stable/installconfguide/x835.htm#AEN892
for more details). Therefore the job is scheduled on the next resource (that 
with the highest combined priority)
